It is my distinct pleasure to welcome you to the vibrant city of Singapore for the 2023 International Conference on Asian Language Processing (IALP 2023). This prestigious event, a hallmark in the field of language processing, is proudly organized by the Chinese and Oriental Languages Information Processing Society (COLIPS) and the Pattern Recognition and Machine Intelligence Association (PREMIA).
The IALP series has a rich legacy of fostering groundbreaking research and collaboration in Asian language processing. Since its inception in 1986, IALP has evolved from the International Conference on Chinese Computing (ICCC), reflecting the dynamic and expanding scope of our field. It is a forum that brings together diverse perspectives and research from around the world, contributing significantly to the advancement of Asian language technologies.
We are particularly grateful to our technical sponsor, the IEEE Singapore SMC Chapter (Systems, Man, and Cybernetics Society Chapter), whose support has been invaluable in elevating the stature of this conference.
A special note of thanks is due to our distinguished keynote speakers, Prof Wei Lu from the Singapore University of Technology and Design, and Prof Lei Xie from Northwestern Polytechnical University, China. Their presentations on "Navigating Challenges in LLMs: Problems and Directions" and "Speech Processing in the Era of GPT" are eagerly anticipated highlights of this conference.
I would also like to acknowledge the tireless efforts of our local organizing committee and the enthusiastic student volunteers. Their dedication and hard work have been instrumental in bringing this event to fruition. Special recognition goes to our Program Chair, Dr Lei Wang; Organization Chair, Dr Min Yuan; Publication Chair, Dr Yanfeng Lu; Finance Chair, Dr Yan Wu; and Registration Chair, Dr Paul Chan, for their exceptional leadership and organization skills.
Over the years, IALP has grown into a significant annual event in Asia for natural language processing. The collaboration with IEEE and other local chapters, and the publication of our proceedings by IEEE since 2009, are testaments to the conference's importance in our field.
As we convene in Singapore, let us celebrate our collective achievements and look forward to new discoveries and innovations in Asian language processing. Your participation is key to the success of this conference, and I hope you find the program both enriching and inspiring.

On behalf of the Technical Program Committee, it is my honour to welcome you to the 27th International Conference on Asian Language Processing (IALP 2023), a flagship event hosted by the Chinese and Oriental Languages Information Processing Society (COLIPS) since 1986. IALP continues to be an essential platform for global researchers to share and celebrate advancements in Asian language processing.
IALP 2023 has attracted 80 submissions from 11 countries and regions, demonstrating the international outreach and interdisciplinary collaboration that defines this conference. After a diligent peer-review process, we are excited to announce that 65 high-quality papers will be included in the proceedings. The papers have undergone review by average 3 experts in the field.
The conference's accepted papers cover a vast spectrum of vital topics in the field, from the traditional Nature Language Processing to speech processing, and from linguistics to language education. Importantly, we shine a spotlight on the transformative role of Large Language Models (LLMs) which have become an extraordinary force in natural language processing. These models are unparalleled tools for understanding and generating human language, advancing us towards more sophisticated and seamless human-computer interaction. They are revolutionizing language technology applications, making it an incredibly important area of study.
By taking this theme into consideration, the Keynote Speeches will focus on the challenges and breakthroughs associated with Large Language Models. Prof. Wei Lu from Singapore University of Technology and Design will illuminate "Navigating Challenges in Large Language Models: Problems and Directions," while Prof. Lei Xie from Northwestern Polytechnical University, China will share his perspective on "Speech Processing in the Era of Generative Pre-trained Transformers." These discussions will provide us the state-of-the-arts progress of the forefront of AI and computational linguistics. In addition, IALP 2023 also features a dedicated session on Large Language Model technology.
Adapting to the global context, IALP 2023 will embrace a hybrid format. Participants at our Singapore venue will enjoy the synergy of in-person interactions, while virtual attendees will present their research outcome through online platform.
